Parties potentially interested in the actions and aid of OPCE II include: enterprises of various fields and sectors, regardless of their number of employees – particularly SMEs, Research and Technology agencies, Higher Educational Institutes, Technological Educational Institutes, young people, women, disabled persons, young scientists, young investors, manufacturing, commercial or tourism enterprises, tourism product users, employees of enterprises, consumers.




Priority Axis 1

Beneficiaries of the Actions of Priority Axis 1 include the agencies described below and particularly the various types of partnerships between enterprises and partnerships / networks / associations / clusters of enterprises of all types and sizes.

Higher Educational Institutes, Technological Educational Institutes, Research Centres, Institutes and Laboratories of the public and private sector, as well as networks thereof.

Agencies participating in approved programmes of the 7th Framework Programme for RTD and/or the Innovation Programme of the Framework Programme for Competitiveness and Innovation.

International public or private R&T agencies and organisations.

Agencies providing and transferring technology and technological services.

Spin-offs and spin-outs.

Chambers, associations of enterprises, financial organisations and other agencies undertaking activities related to the objectives of the Axis.

Physical persons, researchers – inventors.

Agencies of users with activities and objectives related to the objectives of the Axis, in Greece and abroad.

In certain cases, the beneficiaries of the Axis actions will also be international agencies. The conditions for the participation of these agencies, their role and the eligible expenditure will be stipulated in the corresponding action.

In the broader sense of the term, the general public as a whole will also benefit from the interventions of the Axis, through the dissemination of research and innovation results in the Greek economy and society, the programmes reinforcing the entrepreneurial spirit in youth by supporting innovative ideas in secondary and tertiary education, etc.




Priority Axis 2

The interventions of Priority Axis 2 include aid actions for the development of entrepreneurship and the reinforcement of competitiveness in the fields of Manufacturing and Services, Tourism and Commerce.

Beneficiaries of the Actions of the Axis include:

Enterprises and partnerships / networks / clusters of enterprises of all types and sizes, with emphasis placed on SMEs.

Physical persons – entrepreneurs / investors.

Persons belonging to special social groups (mainly youth and women, who are suffering greatly from the present economic crisis).

Modern financial organisations and means that will participate in the investment / entrepreneurial activity.

In the broader sense of the term, the general public as a whole will also benefit from the interventions of the Axis, through the development of entrepreneurship, the reinforcement of employment and the improvement of the standards of living.




Priority Axis 3

The interventions of Priority Axis 3 concern all the sectors covered by the Programme (Research – Technology, Energy, Manufacturing – Services, Tourism, Commerce – Consumer Protection).

Beneficiaries of the Actions of the Axis include:

Enterprises of all types and sizes that are active in the sectors covered by the Programme.

Physical persons – entrepreneurs / investors.

Chambers and structures that support entrepreneurship and the transfer of technology.

Modern financial organisations and means.

Agencies for the development or incubation of innovation and knowledge-intensive enterprises (Technology Parks, Business Incubators, etc.).

Certification agencies and organisations and market supervision mechanisms.

Greek consumers and consumer groups.

Persons belonging to special social groups.

Public services and organisations that are competent for the planning, monitoring and management of interventions and policies in the sectors covered by the Programme.

In the broader sense of the term, the general public as a whole will also benefit from the interventions of the Axis, through the improvement of the business environment and conditions of competition, as well as through market control, the reinforcement of employment and the improvement of the standards of living. 




Priority Axis 4

The interventions of Priority Axis 4 concern exclusively the Energy sector.

Beneficiaries of the Actions of the Axis include:

Enterprises of all types and sizes, as well as Greek households in new areas of expansion of natural gas networks.

Enterprises implementing energy-saving and energy efficiency improvement investments.

Enterprises that generate power using RES and high efficiency CHP, etc.

Physical persons – homeowners who meet specific eligibility criteria (e.g. ownership criteria, income criteria, etc.).

First Tier Local Authorities.

Public/State enterprises.

The islands regions of the country.

In the broader sense of the term, the general public as a whole will also benefit from the interventions of the Axis, through the aforementioned actions supporting the liberalization of the energy market and the inclusion of the country in major international electricity and natural gas transport networks, the integration, modernization and safeguarding of the adequacy of the countryΆs power network, the expansion of the natural gas transport network, the increase of the current natural gas storage capacity, the upgrading of the provision capacity of the natural gas system to the entire country by increasing the adequacy of the energy system, the utilization of Renewable Energy Sources (RES), energy-saving measures, environmental protection and rational use of natural resources.
